About the Mercer County Controller
Mission Statement
The office of Controller exists to perform the accounting, audit, and payroll functions for county fiscal operations. We are the watchdog over County fiscal operations and help to ensure that taxpayer funds are used responsibly. Our office members bring a strong and diverse professional finance or audit background. We are dedicated to our responsibilities as directed in the Pennsylvania county code and for the betterment of Mercer County residents. Our dedication to Mercer County taxpayers, drives our goal of accuracy and efficiency. We conduct all functions of our office with the highest level of professionalism and knowledge.
History in Mercer County
In 1913, Pennsylvania enacted legislation to replace the Office of The County Auditors with that of the Controller. The Mercer County Controller’s Office was established by referendum in 1939. The first Controller was appointed to serve until the next municipal election, which occurred in 1941. The first appointed Controller was Dunham Barton.
Description and Authority
The Controller’s Office is commonly called the “watchdog” of the County Funds.
The County Code established that “The Controller shall supervise the fiscal affairs of the County, including the accounts and official acts relating thereto of all officers or other persons who shall collect, receive, hold, or disburse the public monies of the County.” The Controller can be viewed as the Chief Financial Officer of the County.
The Controller “shall select and administer the form and manner of maintaining the official financial records”.
The Controller’s Office is responsible for Accounts Payable, Internal Auditing, Payroll Processing, and administering the Mercer County Retirement System.
The Controller is also responsible for receiving sealed County bids and serves on the Salary Board as secretary, Prison Board and the Retirement Board also as secretary.
