Commissioner Biographies


Scott Boyd

Commissioner Scott Boyd is a second term Republican Commissioner and serves as Vice-Chairman of the Board. He graduated from Lakeview High School and earned Bachelor of Science degrees in Economics/Business and Political Science from Indiana Wesleyan University.

Scott has over 38 years of business experience in for-profit and non-profit organizations serving in the roles of chief financial officer and operations officer. Fields of experience include healthcare, manufacturing, church administration, and senior care. He earned recognition as a Certified Medical Practice Executive during his 16 years in healthcare management

He was raised on the family farm in New Vernon Twp. with a strong heritage of public service, been very active in his church and community, supports volunteer and charitable work here and abroad, served on the school board of Lakeview School District, and as an elected township official. Scott enjoys music, outdoor activities, classic cars, and family life with his wife Donna. He is blessed with two married daughters, and six grandchildren.

Matthew B. McConnell

Commissioner Matthew B. McConnell is a third term Republican Commissioner and serves as Chairman of the Mercer County Board of Commissioners.  Matt holds a Masters of Business Administration from the University of Pittsburgh’s Joseph M. Katz Graduate School of Business, Pittsburgh, Pennsylvania graduating with honors.  He also earned a Bachelor of Arts in Economics from Davidson College, Davidson, North Carolina.

Matt has over 30 years of business experience in management consulting, manufacturing, commercial lending, real estate, senior care, and behavioral health.  Matt has worked with many leading companies including Deloitte & Touche Consulting, The Hackett Group, First National Bank of Pennsylvania, Sharon Steel, Northwood Realty, McConnell Construction, and he also started his own manufacturing company.

Matt was born and grew up here in Mercer County.  He and his wife Angela have chosen Mercer County to raise their two young children.  Matt has been involved with numerous civic, economic development, fraternal, and philanthropic organizations in the communities in which he has lived.

Timothy M. McGonigle

Commissioner Timothy M. McGonigle is a second term Commissioner with a term ending in 2023. A lifelong resident of Mercer County, he graduated from Kennedy Christian High School in 1985. Tim studied at Gannon University (Erie); and Penn State University (Shenango Valley Campus).

Tim successfully passed the Emergency Medical Technician Course in 1987 and worked for several years at McGonigle Ambulance Service Inc., Hermitage. He graduated in 1989 from the Pittsburgh Institute of Mortuary Science and successfully received both State and National Certification. After receiving his Pennsylvania Funeral Director’s License in 1990, he practiced for 27 years as a funeral director in both Sharon and New Castle. Currently, Tim serves as Chairmen of the Board at West Central Job Partnership in Mercer and Lawrence County. He also volunteers throughout the community with many non profits and community based organizations. He belongs to the Church of Notre Dame, Hermitage, and he is a member of the Knights of Columbus Council 684 Sharon, and the 4th degree assembly.

Prior to serving as Commissioner, he served on the Hermitage School Board for several years. Tim loves the outdoors and his hobbies include hunting, golfing, and snowboarding. He is married to the former Christina Elisco and together they have three adult daughters: Lauren, Sarah and Caroline, McGonigle.
