General Position InformatIon:

This is a full-time position, 35 hours per week. The salary range is $35,515.00 to a top end of $50,798.00.  (Hourly rate is $19.51 – $27.91 per hr.)  Additional income is earned by processing court orders and transcripts.  Starting salary is dependent upon experience.  A degree or certificate in Court Reporting from a court reporting program of higher education; computer and stenographic skills required. Applicant must meet the requirements listed in Rule 4004 – Qualifications of Court Reporters, PA Rules of Court.  There is a comprehensive benefit package included.  An RPR status is preferred, but not required.  Mercer County pays for required continuing education as well as association memberships. A Steno writer, laptop, and Case CATalyst software are also provided by Mercer County.     

 

Overall Objectives

To stenographically record verbatim all court proceedings and transcribe a variety of hearings, as required by law; to prepare and process court orders, transcripts, and other related court proceedings with a high degree of speed and accuracy.  The position works with confidential and sensitive information, requiring discretion and strict confidentiality.

 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Stenographically reports verbatim the testimony in all court proceedings of the Court of Common Pleas, including trials, hearings, and conferences; interrupts when necessary to ensure the accuracy and completeness of the record; reads back portions of proceedings upon request.
  • Transcribes, certifies, and files a variety of proceedings as required by law or statute with the appropriate filing offices.
  • Prepares court orders, sentences, Findings of Fact, and other courtroom documents as required by the Common Pleas judges.
  • Operates stenographic shorthand machine, computer, and various other standard office equipment. 
  • Provides a monthly list of pending transcripts to the Lead Reporter.
  • Maintains record of transcript status; bills appropriate parties; delivers transcripts to the judges, attorneys, and other designated agencies or departments, as required.
  • Follows standard procedures.
  • Secures and maintains exhibits for storage, retrieval, and disposal, when appropriate.
  • Ensures that adequate supplies are maintained.
  • Determines correct spelling of names of parties and witnesses.

WORKING CONDITIONS

The work environment characteristics described herein are representative of those the employee

encounters while performing the essential functions of the position. A Court Reporter works indoors on a regular basis, in an office with minimal environmental factors, with adequate workspace, in adequate temperatures, ventilation, and lighting; and normal exposure to noise, disruptions, and stress; and normal indoor exposure to dust/dirt.

 

 

PHYSICAL/ MENTAL CONDITIONS

        • Must possess ability to record, convey, assemble, and present information; explain procedures; and follow instructions.

2.    Must be able to sit for long periods throughout the workday with intermittent periods of standing, walking, bending, twisting, and reaching necessary to carry out job duties.

General Overview:

Correctional Officers will perform the direct supervision of inmates at the County Detention Facility according to laws, regulations, and policies of the State of Pennsylvania and Mercer County. This is professional social service work with Mercer County Children and Youth Services. Caseworkers provide a full range of social and casework/management services to children, youth, and families to assist them in attaining a more satisfactory social, economic, emotional, or physical adjustment. An important aspect of this work is the employment of casework skills in obtaining essential information, counseling clients and members of their families, and helping them to utilize all available resources. Overall Objectives

  • When a Defendant who is the subject of a bench warrant is arrested on the warrant and transported to jail, or comes in as directed, or simply appears at the DRS, the defendant is interviewed in order to obtain information necessary to satisfy the pending support action. This duty includes: review of the plaintiff's most recent income information, review income information and employment status of the defendant. If the defendant is unemployed, determines if facts warrant placement into the DRS Work Search Program.
  • Takes all calls from any plaintiff in a case where the defendant has a bench warrant, making a NOTE in PACSES, answering all questions or following up on information provided by calling prospective employer or any other necessary investigative work
  • Takes all calls from local law enforcement departments, dispatch, E911, and jails when a defendant subject to a bench warrant is arrested. Confirms warrants on behalf of the DRS and coordinates transportation to the Mercer County Jail or makes arrangements with defendant for appearance at the DRS.

  • Interviews parties in a case concerning income and extraordinary expenses, reviewing data including payroll, pay stubs, W-2 statements, tax returns and various other income documents. Calculates monthly incomes of each party for application on the established Supreme Court Guidelines.

  • Work with other agricultural agencies and organizations to promote natural resource and soil conservation education, planning and implementation.
  • Coordinate with partner agencies and organizations such as Penn State Cooperative Extension, USDA-Natural Resource Conservation Service, Farm Service Agency, No-till Alliance, PA Farm Bureau, DCNR Forestry, Farmland Preservation, PA Department of Environmental Protection and local sportsman’s associations.  
  • Seek grants and alternative funding sources to increase agricultural conservation outreach and implementation.

Nutrient & Manure Management Duties and Responsibilities

  • Encourage voluntary compliance with PA’s Nutrient Management regulations, Act 38 and PA Chapter 91.
  • Educate and promote the agronomic and environmental benefits of proper nutrient management by developing and providing education and outreach programs.
  • Assist farm operators and Nutrient Management Specialists with implementing the provisions of the Nutrient Management Act and PA’s Manure Management Program.
  • Review and assist with approval/disapproval of submitted nutrient management plans, plan amendments, transfers and manure storage setback waivers, in accordance with the procedures outlined in the NMA regulations and the Administrative Manual.
  • Perform Annual Status Reviews of voluntary and concentrated animal operations with approved Nutrient Management Plans (NMPs) to assess plan implementation.
  • Provide the SCC and DEP with quarterly reports detailing required program activities outlined in the Administrative Manual and Delegation Agreement.
  • Maintain files on NMPs and plan amendments submitted for review and approval, including plan implementation information submitted by operators with approved plans as outlined in program requirements.

 

Soil Conservation Duties and Responsibilities

  • Encourage voluntary compliance with PA’s Chapter 102 regulations requiring all farms to have and implement an Ag E&S Plan or Conservation Plan.
  • Assist with development of Ag E&S Plans for farm operations, as requested or needed.
  • Assist farm operations with assessment of natural resource problems and assist with development of Best Management Practice (BMP) designs.
  • Assist agricultural producers and landowners to obtain required permits and other project approvals required for implementation of BMPs.
  • Provide information on financial resources (grants, loans and cost share) available to assist producers and landowners in the installation of conservation BMPs.
  • Ability to assist District Forester and other government agencies with identification and control of invasive plants and insect pests.
  • Ability to assist farm operators and landowners with invasive plant and insect pest identification and control methods.
  • Knowledge of wetlands and Chapter 93 regulations in order to assist farm operators, landowners, and government agencies to determine potential impacts and disturbances.

Overall Descriptions of the Position: 

 

This position requires operation level work in the fields of erosion and sediment pollution control, water quality monitoring, civil engineering, agronomy, and wildlife management. Work involves a variety of duties relating to the administration, operation and compliance with the requirements of Chapter 102, Erosion Control and Chapter 105, Dam Safety and Encroachment regulations; and technical assistance required by the Mercer County Conservation District Program. 

 

Position Requirements:

  • A Bachelor of Science Degree in a related engineering or science field, one-year related experience and the required technical abilities.
  • Working knowledge of algebra, geometry and trigonometry.
  • General knowledge of the physical, engineering, soils and plant sciences.
  • Ability to apply the principles of engineering technology to specific situations.
  • Ability to read and interpret technical literature, engineering drawings and plans.
  • Must be able to use basic instruments and equipment needed to design or inspect earth disturbance activities including transit, hand level, clinometer and planimeter.
  • Must have experience in Global Information Systems (GIS) and Global Positioning Systems (GPS).  Computer Aided Drafting (CAD) experience preferred.
  • Must possess all Pennsylvania Child Abuse Clearances as required by County policy.
  • Ability to use equipment and apply principles used in water quality and pollution control.

  • Provide technical assistance and fieldwork for Chapter 102 Erosion Control and Chapter 105 Waterways and Wetland programs including plan reviews, permit processing, complaint handling, site inspections and education.
  • Assists in planning, designing and construction of soil and water conservation practices including the MCCD Dirt and Gravel Low Volume Road Program.  Work will include surveying, hydrologic evaluation, drafting, layout, and construction supervision.
  • Provides supervision of temporary employees, volunteers or contractors in carrying out MCCD projects.
